Hello our topic of discussion today is our resources and the safer Kentucky act. I want to speak out about why things should be different. First the homeless do not have enough resources. I will explain the safer Kentucky act it states that the homeless cannot camp on public or private land. Given this new law what if shelters don’t have beds or smaller towns do not have emergency shelters where are the homeless to go? There are several flaws in this thinking, such as,waiting list for housing they can be as long as six months to a year so if people don’t have support from family or nowhere else to go then what can they do? The new law states repeat street campers (homeless) can be fined up to 250.00 and jailed for 90 days.  That seems like punishment for being homeless. The law doesn’t hold exceptions when treatment or shelter beds are full nor does it require police to offer resources before arrest. Our legislation says a judge decides.  The housing crisis in Kentucky according to statistics, about 4000 Kentucians experience homelessness on a given night in January each year. Kentucky is short over 80,000 affordable homes to rent. The average wage to affordability to rent a 2 bedroom home is 17.90 per  hour. One in four Kentucians are paying thirty per cent of their income towards housing. Sometimes that leaves not enough for other expenses.  Anyone can become homeless for any reason so is everyone a criminal for just being homeless? Will they arrest a mother with children for trying to survive? Maybe if someone doesn’t make enough money or have debt and loose their home why would they be criminals?
